Residential Children's Homes
The primary source of making placements is through the Southern Region Children’s Residential Placements Framework run by Southampton City Council on behalf of the consortium. This is re-opened annually for providers to apply. Further details can be found via https://www.southampton.gov.uk/business-licensing/supply-council/supply-portal.aspx
The Council is also named on the West Sussex County Council DPS for Children’s Placement and Other Support Services but is not currently using this to call-off requirements.
If suitable placements can’t be found through a framework then off-framework providers will be considered. See below for details of how to apply to be an approved off-framework provider.
Foster Care Providers
The primary source of making external placements is through the East Sussex County Council Foster Care Services Framework. This is re-opened every other year for providers to apply. The tender is published on the South East Shared Services Portal.
The Council is also named on the West Sussex County Council DPS for Children’s Placement and Other Support Services but is not currently using this to call-off requirements.

Supported Accommodation for Young People Providers
The primary source of making placements is through the Council’s Accredited Provider List for Supported Accommodation for Young People. This is a hybrid DPS/framework and is re-opened annually for providers to apply. The tender is published on the South East Shared Services Portal.
If suitable placements can’t be found through a framework then off-framework providers will be considered. See below for details of how to apply to be an approved off-framework provider.
Applying to be an approved off-framework Provider
If you would like to be considered as an off-framework provider of residential child care, independent fostering agency foster care or supported accommodation for young people then please email ChildrensPlacements@brighton-hove.gov.uk setting out the services your organisation provides. You will be sent a three part questionnaire to complete and after submitting this you will be asked for follow up documents.
Checks on providers will include financial strength, insurance cover, Statement of Purpose, key policy documents, LADO investigations and company directors.
