Why we're putting a trial scheme in place

On 25 October 2019 we started an experimental trial. The trial aimed to address poor air quality in some parts of Rottingdean Village. 

Rottingdean has been an Air Quality Management Area (AQMA) since 2013. Road transport is the main source of the emissions in this area.

The proposals address air quality issues in the section of High Street, south of Park Road, where people’s homes are close to the kerb. 

In this area, nitrogen dioxide is higher than EU and UK regulation. This means it presents the greatest hazard to health for residents.

What the scheme involves

Rottingdean Parish Council and Brighton & Hove City Council formed a joint action group in response to serious public concerns.

The project group, including ward and parish councillors, commissioned traffic modelling. This allowed us to consider various options. 

We’re now proposing to trial an experimental traffic order on a temporary basis. The trial will be made up of 3 physical measures: 

  • a temporary chicane outside 80 to 82 High Street - north of Park Road, south of the existing zebra crossing - with a give way to the north, giving priority to northbound traffic
  • a yellow hatched ‘no stopping’ box on the southbound lane from the southern building line of Dene’s Mews - northern wall of 66 High Street - to the southern boundary of 29 High Street
  • a ban on right turns out of West Street

What the benefits of scheme are

The chicane should encourage a free flow in the narrowest part of the High Street where the air quality is worst. 

The yellow hatched box on the southbound lane should prevent vehicles from waiting in the same area. 

The ban on right turns out of West Street should prevent vehicles blocking the northbound lane.

More air quality monitoring technology will be installed to check the success of the scheme.

How we’ll work with residents and businesses during the trial

The trial will be in place for up to 18 months. We’ll be checking the progress for the first 12 months.

We invite residents and businesses to share their views and objections during the first 6 months of the trial.

Project update - 16 January 2020

A collision occurred north of the Park Road junction near the planter/chicane on the morning of Saturday 11 January 2020. 

The incident was attended by East Sussex Fire and Rescue and Sussex and Surrey Roads Police. 

A shop front was damaged after being hit by a southbound vehicle. Fortunately, no injuries were reported by the driver or the building’s occupants. 

The police have told the council’s Accident Investigation Officer that they do not believe that the planter/chicane was the cause of the collision. 

There are no plans at the moment for further adjustments to the layout of the trial scheme in response to this incident.

Project update - 31 October 2019

The planter has been moved 1 metre to the north to improve the safety of left turns out of Park Road. 

Planting will take place in mid-November and ‘Rottingdean in Bloom’ will maintain the plants during the trial. 

Council staff continue to work with retailers on the High Street and West Street to resolve issues around lorry deliveries.
